Job Summary: | The Wisconsin State Laboratory of Hygiene (WSLH) is a public health laboratory whose mission is to improve and protect the human condition by providing accurate and precise testing, service, research and education. The WSLH vision is to be a global leader in improving quality of life through the advancement of science-based public, environmental and occupational health laboratory practice and policy. WSLH provides essential laboratory support in accordance with the public health goals of the state and the Wisconsin Division of Health Services (WDHS). Within WSLH, the Communicable Disease Division (CDD) performs many core functions of a public health laboratory:
-Disease prevention, control and surveillance -Integrated data management -Reference and specialized testing -Food safety -Laboratory improvement and regulation -Policy development -Public health preparedness and response -Training and education -Partnerships and communication
CDD performs over 275 clinical diagnostic and surveillance tests in support of WDHS, Wisconsin clinical laboratories, other state public health laboratories, and the Centers for Disease Control and Prevention. CDD is a national or regional reference center for advanced molecular diagnostics as well as a number of pathogens of public health concern, such as influenza, antimicrobial resistant organisms, vaccine-preventable diseases, and gastrointestinal pathogens (bacterial, parasitic and viral). CDD performs a wide breadth of moderate and high complexity testing and analyses in Bacteriology, Virology, Serology, Mycobacteriology, Parasitology, Bioinformatics and pre-and post-analytic support units (Customer Service, Specimen Receiving, Data/Informatics and Clinical Orders). This position will report to the CDD Director and will provide direct supervision of multiple CDD supervisors who are responsible for the performance of over sixty staff. Other responsibilities include authority for all operational decisions within CDD, overall management of staffing and logistics, development and auditing of administrative operating reports, budgets, policies, and procedures to comply with regulations, institution policies, and business objectives. |
Responsibilities: | Plans and provides direction for the administrative operations of a division or business unit(s) of the institution to advance program goals and objectives. - 20% Directs, implements, and monitors strategic planning initiatives to ensure appropriate use of financial, administrative, and staffing resources
- 15% Recommends, reviews, and directs personnel resource allocation to ensure appropriate utilization of resources
- 20% Supervises managerial, professional, and support staff of the unit or division and facilitates unit staff developmental opportunities
- 10% Serves as the unit liaison to internal and external stakeholder groups providing organizational information and representing the interests of the unit
- 15% Develops and audits administrative operating reports, budgets, policies, and procedures to comply with regulations, institution policies, and business objectives
- 15% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
- 5% Assist with developing proposals and ensuring that deliverables are completed for multiple grants and cooperative agreements which support division operational activities

Education: | Required Bachelor's Degree in medical technology, or chemical, physical or biological science.
Preferred Master's Degree in medical technology, or chemical, physical or biological science or business |
Qualifications: | Required Qualifications: Ten years' experience in a high-complexity clinical or public health laboratory Three years' experience supervising staff in a high-complexity clinical or public health laboratory Must meet the qualifications as a CLIA Technical Supervisor for high-complexity testing in one or more of the following subspecialties: bacteriology, mycobacteriology, mycology, parasitology, or virology
Preferred Qualifications: Five years' or more experience supervising staff in a high-complexity clinical or public health laboratory Three years' experience in a public health laboratory Experience managing quality assurance activities in a laboratory setting Experience managing laboratory operations and acquiring laboratory resources Experience working in a Select Agent biothreat laboratory program Experience maintaining required laboratory accreditation (CAP, CLIA, ISO) Experience managing a laboratory budget |

It is anticipated this position requires work be performed in-person, onsite, at a designated campus work location.
Work hours: 7:45 AM to 4:30 PM Monday though Friday |
