Departmental Overview

The Division of Computing, Data Science, and Society (CDSS) is a dynamic, innovative new structure at UC Berkeley that represents a once-in-a-generation transformation. The Division brings together faculty, researchers, staff and students from computing, statistics, the humanities, and social and natural sciences, mirroring the cross-cutting nature of data science and redefining the research university for the digital age.

Core to the Division is a commitment to examining how the digital revolution affects equity and opportunity-and building the capacity to respond to these challenges.

Formally established in July 2019, CDSS was created to meet the opportunities and demands of a world where data, machine learning, and artificial intelligence inform practice and policy in virtually every arena.

The Division connects the Data Science Undergraduate Studies program, School of Information, Department of Electrical Engineering & Computer Sciences, Department of Statistics, the Berkeley Institute for Data Science, Berkeley D- Lab, Computational Precision Heath, and the Center for Computational Biology.

The Division is responsible for growing Berkeley's broad-based undergraduate programs in data science, computing, statistics and other interdisciplinary programs, including classes and programs serving thousands of undergraduate students a year.

CDSS is going through the process to become UC Berkeley's next college, which has not happened since the early 1960s. Once the College of CDSS is established, it will hold three of the top five majors on campus.

The Financial Analyst supports financial operations and coordination, resource analysis, and financial management for the Division. This role works closely with the Senior Financial Analyst on a broad range of financial and budget activities.

Responsibilities

40% Financial Operations and Coordination

• Prepares, reviews, and / or approves financial transactions.
• Initiates and/or serves as a liaison to ERSO/BRS for CDSS matters related to purchasing, reimbursement and payroll activities
• Coordinates and implements budgeting/planning/forecasting for CDSS units as assigned. Maintains division chart of accounts, other data management tools, and related business procedures in alignment with, divisional, and campus guidelines to ensure the proper financial and budgetary record-keeping, and to produce clear, and accessible financial reports.
• Oversees and assists with expense and travel reimbursements Documents procedures for financial activities.

40% Resource Analysis and Support

• Applies professional concepts to perform analytical studies, summary reports, and background materials for campus or department administrative officers and managers for financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc.
• Responsible for providing analytical support for complex budget, financial, and resource projects working directly with the Senior Financial Analyst and internal unit managers/constituents. Independently gathers information as needed to perform analysis.
• Utilizes financial planning and reporting systems including CalPlanning and CalAnswers.
• Monitors unit, center, and program expenditures, ensuring adherence to budget and appropriate uses of restricted funds. Works with unit managers and analysts to take timely corrective action when needed.
• Supports CDSS units in performing unit level finance work including COA maintenance and fiscal close processes.
• Supports the Dean's Office as needed with budget proposals for donor funded initiatives and along with other financial matters related to the philanthropic gifts and endeavors.

15% Financial Management

• Maintains sound and comprehensive understanding of business and financial policy and campus fund allocation guidelines.
• Ensures that all financial transactions are executed in accordance with university policy, specific contract/grant requirements if applicable, endowment restrictions, and generally-accepted accounting practices (GAAP).
• Ensures that the appropriate internal controls are addressed, maintained and strengthened to protect University resources.

5% Professional Development and Growth

• Engages in opportunities for training, workshops, seminars, pertinent to the position.

Required Qualifications

• Bachelor's degree in related area and / or equivalent experience / training.
• Thorough knowledge of finance policies, practices, and systems.
• Strong attention to detail.
• Ability to independently gather required information to organize, and perform financial analysis assignments.
• Proven ability to effectively present moderate to complex finance information verbally and in writing in a clear and concise manner.
• Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
• Proven interpersonal skills; strong service orientation and critical thinking skills; and attention to detail.
• Proven ability to organize work and change priorities to achieve timely progress on multiple projects, distribute effort among the projects, meet deadlines, and maintain a high level of productivity.
• Ability to function as a member of a team.
• Demonstrates a desire to promote diversity, equity, inclusion and belonging, to establish and maintain positive & effective working relationships throughout the organization and with outside constituencies.

Preferred Qualifications

• Familiarity with UC policies and procedures pertaining to budget and finance.
• Knowledge of financial data management and reporting systems (BearBuy, BFS, CalPlanning, CalAnswers Financial).
• Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $74,300 to $95,600 annually, not to exceed $134,500 (grade 22). This is a 100% FTE career position eligible for full benefits.
