Established in 2014, the Genomics Institute comprises diverse researchers from a variety of disciplines across academic divisions who are exploring the power of genomics for the benefit of both the individual and the planet. The GI is unlocking the world's genomic data to accelerate breakthroughs in health and evolutionary biology. Its platforms, technologies, and scientists unite global communities to create and deploy data-driven, life-saving treatments and innovative environmental and conservation efforts, while addressing the most fundamental societal and policy questions.
The GI operating budget is ~$30M per year made up of ~25M in sponsored funds from federal, state and private sponsors and the remainder in gifts and institutional funding.
Under general direction from the Executive Director, the Director of Business Operations supports the UC Santa Cruz Genomics Institute (GI), a ~$30M interdisciplinary Organizational Research Unit (ORU) within the Baskin School of Engineering at UC Santa Cruz. Leading the finance and general operations team with direct and indirect staff, the incumbent establishes financial and operational objectives and work plans and supports subordinate staff to achieve strategic and tactical goals and objectives. Manages financial resources; reviews and approves budgets and expenditures; monitors adherence to university, government and sponsor policies and regulations; develops, modifies and executes policies with organization-wide effect. Erroneous decisions or failure to achieve goals results in additional costs, workload, and time, and can result in lost research opportunities and delay progress on projects.
This position is a key part of an active administrative office supporting the scientific efforts of faculty of the UCSC Genomics Institute and its related projects and organizations, such as the UCSC Genome Browser, the Computational Genomics Laboratory and Platform, the Human Cell Atlas, the Braingeneers, and the Treehouse Childhood Cancer Initiative. It also supports the operations of the Genomics Institute which involves approximately 30 affiliated faculty, over 100 staff and researchers, as well as postdoctoral scholars and students participating in research projects supported on sponsored funds from the federal and state governments, private gifts, Foundations and the Howard Hughes Medical Institute (HHMI).
Salary Information: Salary Range: $97,680 - $118,030/year. Salary commensurate with skills, qualifications and experience.

Provide skilled leadership to the GI finance team to ensure financial matters are handled efficiently, accurately and in compliance with all regulating rules and guidelines. Responsible for expenditure approvals for contract, grant, gift, and operating funds of core principal investigators, ensuring expenditures are allowable, allocable and consistent with intended purposes. Supervise the day-to-day execution of financial matters through a team of 5 direct and indirect reports.
30% - Fiscal Operations
Develop and oversee the GI's financial operations responsible for the generation, management, and reporting of financial information, ensuring that financial systems and processes are robust and compliant, support current activities and future growth; and that GI's financial management processes are carried out efficiently and effectively. Responsible for the development and execution of financial processes associated with the licensing of UCSC Genome Browser source code and related products, including working with the Office of Industry Alliances and Technology Commercialization (IATC) on the establishment of new corporate relationships and licensing agreements, management of such relationships, oversight of online purchasing through the Genome Browser Store, invoicing and tracking of royalty payments and annual payments to authors. Work with IATC and authors on optimization of licensing terms and copyright agreements.
20% - Financial Planning & Leadership
Provide strategic financial leadership to optimize the GI's financial performance and position. Oversee financial planning and accounting functions associated with total annual budget of approximately $30M in contracts and grants, gifts, general operating funds and other income. Budget development and oversight of strategic alliances.
10% - Interacts with senior management
Work with Planning & Budget, Office of Research, Extramural Funds, Office of Sponsored Projects, Baskin Engineering and other academic divisions to develop and interpret financial policies, agreements and practices that affect the GI and its investigators.
10% - Business Operations
Provide oversight and leadership to the Business Operations of the GI. This includes managing the events and facilities operations as well as the front office coordinator. Supervise the staff who carry out these duties.
Bachelor's degree in related area and / or equivalent experience / training.
Comprehensive knowledge of finance and budget policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.
Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities.
Knowledge of current compliance regulations in all areas of research administration.
Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Ability to effectively communicate in writing.
Strong active listening skills.
Interpersonal skills and ability to verbally communicate across the organization at all levels; ability to interact with diverse populations.

Experience working with university fund accounting and knowledge of OMB Uniform Guidance for grants and agreements with institutions of higher education, hospitals, and/or other non-profit organizations.
Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in Research Administration.
Experience working in a University environment.
Certification from an acknowledged research administration society or organization i.e. National Council of University Research Administrators (NCURA), Society of Research Administrators (SRA) International.
