The Bloustein School of Planning and Public Policy in Rutgers University, New Brunswick, invites applications for the position of Executive Director of Urban and Public Policy Analytics and Health Informatics Program. This is a full-time non-tenured Associate Professor or Professor of Practice position in the School, for a period of three years, with the possibility of renewal, subject to availability of funding. Rutgers New Brunswick is a Big 10 university and a member of AAU. The school has several highly ranked programs in the areas of city and regional planning, public policy, health administration, undergraduate public health, and related areas. A new academic area is Public Informatics, with a current focus on Urban Planning and Public Policy, and a degree focus on Urban Analytics, but with plans to expand to new areas over the next few years.

We seek to appoint a senior practitioner who will administer our current programs in the Informatics area, including the Master of Public Informatics, a Graduate Certificate in Urban and Public Informatics, and a soon-to-be offered online Master of Public Informatics, and to recruit students into and grow those programs. We further expect that working with other faculty, and instructional technology developers, the successful candidate will establish new academic programs, including online programs, certificate programs that are targeted to mid career professionals, as well as programs in new areas of specialization. Based on our Strategic Plan, expected areas of growth include Health Analytics and Public Policy Analytics, and related areas.
The candidate will teach graduate-level courses on some of the following topics: data science, machine learning, GIScience, and other analytics; programming; optimization techniques; network analysis; domain-specific technology and tools-oriented courses; project management; technology strategy; and support student projects and independent learning. The ideal candidate will extend the school's already extensive government and industry engagement in the technology and analytics space, and will establish student internship and research programs in these areas.
Minimum Education and Experience:
We seek candidates who have a Ph.D., but at a minimum, a master's degree in a relevant field (e.g., informatics, artificial intelligence, computer science, geographic information science, urban analytics, public policy analytics, bio-statistics, bioinformatics, etc.). Successful candidates will demonstrate the potential for excellence in teaching and experience with research and engagement with government and industry, and synergies between the needs of the programs and their analytics competencies. Candidates from an academic background will demonstrate evidence of research activity (in the form of refereed publications, or conference proceedings). Candidates from a professional background will have substantial experience working in an informatics capacity (10+ years for those with master's degrees) in one or more of the following areas: (1) smart city technologies and analytics, bringing understanding of and experience with design, building, and operation of smart cities and associated infrastructure; (2) GIScience and remote sensing, including geospatial technology and spatial analysis topics; (3) healthcare administration and analytics, including operations research and quality management analytics; (4) public health analytics, including community indicators and population health modeling; (5) public policy analytics, including operational performance measurement, policy evaluation, and public financial analysis; (6) mobility analytics and mobility-as-a-service, with experience in data science and developments in the transportation sector; or (7) other related areas. The successful candidate will teach, develop research, and cultivate student internship opportunities in one or more of these areas, and thorough knowledge of methods and techniques specific to those areas is essential. The ability to teach technology project management techniques and technology strategy development would be a plus. The ideal candidate will have three or more years of university teaching experience or experience with corporate training. Candidates who can demonstrate evidence of working with interdisciplinary and trans-disciplinary groups, along with experience mentoring junior teams, and teams from diverse backgrounds, will be preferred. The candidate will further demonstrate curiosity regarding emerging civic, policy, or health issues and a willingness to engage in professional service within the university and beyond.
Required Knowledge, Skills, and Abilities:
(1)Ability to teach graduate-level data science, machine learning, GIScience, and other analytics, programming, domain-specific technology, and tools-oriented courses in one or more areas.
(2)Ability to teach from research or professional experience in one or more areas.
(3)Ability to teach technology project management techniques and technology strategy development would be a plus.
(4)Knowledge of program management in the university or corporate setting.
(5)A record of verifiable teaching and mentoring experience.
